Stamp duty may be cut to help first-time buyers to get a foot on the housing ladder, under plans being drawn up for the labour manifesto. The move is amoung ideas being proposed by stephen byers and Alan Milburn to spice up the manifesto for the forthcoming general election campaign. With nine out of ten towns unaffordable to first time buyers, according to a recent survey, the scheme is a certain vote-winner.
